fix(tailscale): switch to OAuth credentials for operator 1bd40cd42c

Auth keys cannot call the Tailscale API to provision ephemeral keys
for Connector pods — the operator requires OAuth client credentials.

Advertises 192.168.30.0/24 so Tailscale clients can reach LAN devices.
